Job Description

The Business Analyst 3 will review, analyze, and evaluate business systems and user needs to develop solutions that align with business strategy. The role requires strong experience in business process reengineering, requirements documentation, and leveraging technology to improve business effectiveness. The analyst will play a key role in supporting enhancements to the Provider Enrollment and Management System (PEMS), a centralized provider enrollment portal.

The selected candidate will work with internal teams, TMHP sprint teams, and business stakeholders to ensure system requirements meet operational and legislative needs. This role requires strong communication, Agile expertise, problem-solving, and stakeholder management skills.

Responsibilities

  • Analyze program policies, procedures, and processes to determine system and business impacts.
  • Review system and project deliverables (requirements, design documents, test plans, risk assessments) to ensure compliance with business and technical needs.
  • Gather, analyze, and document business requirements and processes.
  • Translate business needs into technical requirements for vendors and development teams.
  • Serve as the Product Owner for an Agile team implementing system changes.
  • Write User Stories with detailed Acceptance Criteria following Agile methodology.
  • Develop and maintain business test scenarios; participate in systems and user acceptance testing.
  • Create use cases, test plans, and exit criteria aligned with documented requirements.
  • Execute test cases within formal testing tools.
  • Track, document, and report testing status.
  • Evaluate test strategies to ensure proper test coverage.
  • Identify risks/issues and develop mitigation strategies.
  • Provide clear project status updates to management.
  • Document business decisions and action items.
  • Conduct meetings and presentations as required.
  • Manage deliverable schedules and timelines.
  • Perform additional tasks related to PEMS as assigned.

Candidate Qualifications

Minimum Required Experience:

  • 8+ years as a Business Analyst and Agile Product Owner.
  • 8+ years using Agile software development methodology.
  • 8+ years performing complex business analysis and writing technical documentation.
  • 8+ years reporting project status, risks, issues, and key decisions.
  • 8+ years identifying project risks and implementing mitigation strategies.
  • 8+ years of strong written and oral communication experience.
  • 8+ years gathering, validating, and documenting business requirements and translating them into technical solutions.
  • 8+ years reviewing and approving complex technical requirements written by vendors.
  • 8+ years working with Microsoft Teams, Word, Excel, and PowerPoint.
  • 8+ years developing test plans, exit criteria, and test scenarios.
  • 8+ years executing detailed test cases in a complex software environment.
  • 8+ years using testing management tools.
  • 8+ years using Microsoft Project or similar project management tools.
  • 8+ years approving and prioritizing user stories based on feedback and SME knowledge.
  • 8+ years working with Medicaid systems and processes.
  • 8+ years of claims processing experience.

Preferred Experience:

  • Knowledge of Texas Medicaid programs (4+ years preferred).
  • Experience with Provider Enrollment and Management Systems (PEMS) (2+ years preferred).

Job Type: Contract

Pay: $58.00 - $65.00 per hour
