1. The MaineIT DAFS Applications team is charged with upgrading and providing operational support to the Application Inventory System (AIS) and the IT Budget Application (ITBA). The State of Maine staff currently assigned to the AIS project will be transitioned to the ITBA project in the next several months. However, there will still be work required on the AIS as part of ongoing maintenance and enhancements for the Application Rationalization program, which will require a programming resource.
2. The ITBA needs to be updated to the Oracle Apex environment and requires the full development team to complete the work before the start of the next budget cycle. The DAFS Application team is responsible for this work leaving the AIS work to this contracted resource.
3. The ideal candidate will be a team player, be able to create and troubleshoot Oracle APEX pages, write and troubleshoot Oracle PL/SQL code, be experienced in obtaining and documenting user requirements and creating test plans.
4. Proven track record of hands-on technical design and code work within large complex systems.
5. Proven hands-on technical work with a variety of technologies.
6. Demonstrated technical expertise integrating a variety of diverse technical environments and cross-platform
7. technologies.
8. Proven experience mentoring and performing supervisory functions for technical teams.
9. Ability to make best practice recommendations based on past work.
10. Proven ability to present complex technical constructs to business and non-technical users.
11. Proven ability to collaborate with business users, project managers and technical architects
12. Converts scientific, engineering, and other technical problem formulations to formats that an be processed

14. Resolves symbolic formulations, prepares flowcharts and block diagrams, and encodes resultant equations for processing by applying extensive knowledge of branch of science, engineering, or advanced mathematics, such as differential equations or numerical analysis, and understanding of capabilities and limitations of computer.
15. This is a professional level non-supervisory position which may require coordination of programming activities being conducted by the team.
16. Confers with other business and technical personnel to resolve problems of intent, inaccuracy, or feasibility of computer processing.
17. Works with necessary personnel to determine if modifications are necessary with interested personnel to determine necessity for modifications or enhancements.
18. Leverages excellent written and verbal communication skills to develop new business process and programming solutions as directed by business and technical stakeholders.
19. May coordinate activities of computer programmers.
