One of my direct clients, a Telecommunication equipment manufacturer in the US, is looking for a Senior Technical Program Manager.


100% remote for Texas and surrounding states, with occasional travel to Houston.

As a Senior Technical Program Manager, youll be part of our Data & Digital organization, leading efforts to shape and execute our ongoing digital transformation. Youll help define the next phase of our data and technology evolution while driving meaningful change in an environment that continues to invest heavily in systems and innovation.


In this role, youll guide a team of Technical Program Managers, oversee medium- to large-scale initiatives, and establish stronger alignment between Engineering and Product teams. Youll champion effective execution, operational excellence, and the continuous improvement of our delivery practices. Your focus will include managing programs aligned with strategic priorities, building new organizational capabilities, maximizing value for our customers, and defining best practices and governance standards for technical program management.


Key Responsibilities


Partner with Technical BPM and Agile teams to build standards, frameworks, and best practices for technical program management.


Apply technical depth to create detailed, integrated program plans that include milestones, financials, metrics, resources, and outcomes.


Oversee execution of complex programs: identify and mitigate risks, manage dependencies, resolve impediments, and ensure on-time delivery.


Clearly communicate program health, risks, and milestones to stakeholders while ensuring accountability to schedules and governance.


Establish and evolve technical program management frameworks to enhance predictability, governance, and delivery consistency.


Manage budgets, schedules, scope, resources, and risk for assigned programs while maintaining alignment with business priorities.


Collaborate across Product, Engineering, Architecture, Data Management, and Leadership teams to define OKRs and drive alignment.


Foster collaboration across multiple workstreamsremoving blockers and closing delivery gaps across organizational boundaries.


Define program charters and playbooks that articulate team roles, responsibilities, and delivery expectations.


Contribute to vendor engagement efforts including RFP creation, evaluation, selection, and SOW review/management.


Conduct post-program assessments, gather feedback, measure outcomes, and integrate lessons learned into future initiatives.


Promote continuous improvement through innovative practices from the Agile and Lean communities (Scrum, Kanban, etc.).


Education


Bachelors degree in Computer Information Systems, Engineering, Computer Science, or a related technical field Required


Masters degree (MS, MA, or MBA) Preferred


Experience


Proven experience managing programs in Data Engineering, Data Science, AI/ML, or Data Analytics domains.


Prior leadership experience overseeing a TPM team or PMO Required


8+ years in software development, program management, or technology implementation Required


3+ years driving complex transformational programs Required


Strong background in cloud technologies (AWS, GCP, Azure), enterprise software, APIs, and application security Required


Experience defining and delivering large-scale, cross-functional engineering initiatives Required


Expertise in building and managing technical roadmaps, forecasting, and demand planning Required


Experience balancing delivery across Agile and Waterfall environments Required


Skilled at identifying cross-project dependencies, defining critical paths, and driving alignment across stakeholders Required


Demonstrated success managing multiple vendors and resolving complex delivery issues Required
