Job Description:

Sr. Spec, Program Manager:

We are seeking a dynamic Program Manager to join our L3Harris team in Santa Rosa, California. The PM is responsible for the overall financial, schedule, and performance of a project or program, ensuring contractual commitments and company objectives are met. The PM will provide the necessary leadership, decision-making, and thorough oversight throughout the program, to include

  • Reporting financial, schedule, technical and overall performance metrics to both external and internal stakeholders and executive management.
  • Working with Engineering, Operations and other functional partners to plan how the team will accomplish its objectives
  • Ensuring compliance to customer and company policies and procedures
  • Partnering with functional leads to ensure staffing needs are met
  • Establishing the vision, objectives & goals, ensuring all personnel and stakeholders have a clear and accurate understanding of the status of the program
  • Meeting the program’s deliverables within the contracted cost, schedule, and performance metrics
  • Ensuring all documentation is up to date and available.

  • Ensures fulfillment of contract commitments including the direction of Subcontracts, Manufacturing, Quality, and Logistics.
  • Communication and Reporting
    • Communicates program issues and status to the Director of Programs and Senior Team for discussion and/or resolution
      • Conducts formal Program Reviews
      • Facilitates and supports Design, Manufacturing and Test Readiness Reviews
    • Communicates clearly and consistently with the customer, addressing challenges and difficult issues tactfully and in a timely manner.
    • Responsible for developing, maintaining and communicating the Program Plan.
  • Cost, Schedule, and Performance Management
    • Is accountable for all status reporting, including tracking schedule and cost performance using Standardized Earned Value Management (EVMS) techniques, understanding cost and schedule variances, and driving development of recovery plans as necessary to ensure budget goals for the area of responsibility are achieved.
    • Develops, integrates, and maintains the program master schedule.
    • Is accountable for profit/loss for programs
    • Provides budget flow down to program Cost Account Managers (CAMs)
    • Controls/coordinates Program Scope change internally and with the customer
  • Resource Management
    • Directs the activities of the core program team accountable, including technical, manufacturing, finance, contracts, procurement, and planning resources to ensure objectives are met.
  • Proposal Support
    • Supports proposal development
      • Authors Program Management section
      • Prepares the overall Program and Risk Management Plans
      • Reviews/approves/is primary stakeholder in proposal pricing and scope
    • Participates in the negotiation of contract and contract changes
  • Risk Management
    • Establishes and owns the program risk management program

Basic Qualifications:

  • US Citizen with a current DoD Secret or higher clearance, or able to secure a clearance.
  • Education – B.S. degree in applicable engineering discipline, business or equivalent.
  • Experience – 6 years prior related program management experience with multi-million dollar direct to Government and Prime Contractor defense and security contracts, to include cost plus and firm fixed price contracts
  • Proficient in Microsoft Office and knowledge of MS Project basics
  • Excellent verbal and written communication experience for internal and external audiences
  • Demonstrated leadership and team-building skills
  • Experience establishing program performance baselines and monitoring adherence to program plans and schedules, and developing customer relationships to drive long term success
  • Basic capability in Earned Value Management
  • Ability to overcome unexpected issues/roadblocks
  • Proven competence in managing contracts and contracted activities,
  • Experience in analyzing and mitigating program risks
  • Proven ability to build and maintain effective customer/stakeholder relationships
  • Experience in building and managing customer relationships to seek out and identify new business opportunities
  • Basic knowledge of ITAR and Federal Acquisition Regulations (FAR) desired
  • Willing to travel as required.
